Dear (local member),

I am writing to express my concern at the level of taxation imposed on the insurance premiums I pay on my property and/or business. The taxes I pay on insurance – a Fire Services levy, GST and stamp duty – are among the highest insurance taxes charged anywhere in the world.

From July 1 2009 a new levy was added, to raise $39 million a year to finance the work of the State Emergency Service. This new levy will be added to the cost of the premium and the fire services levy, then GST applied and state stamp duty added. This maximises the State Government’s final tax collection on insurance premiums.

The Fire Services and SES levies are not paid by those people who do not insure – but these people are still serviced by the Fire Services and the SES. Most other states have recognised this as unfair and now fund such services through local land taxes, to ensure all property-owners contribute equally.

No other state uses insurance premiums to fund the SES, and the Fire Services Levy should be applied to local rates.

As my local parliamentary representative, would you please pass on my concerns to the relevant Ministers, and could you also let me know what you plan to do to redress this inequitable situation.

Yours sincerely,

Dear (local member),

I am writing to express my concern at the level of taxation imposed on the insurance premiums I pay on my property and/or business. The taxes I pay on insurance – a Fire Services levy, GST and stamp duty – are among the highest insurance taxes charged anywhere in the world.

The Federal Government promised that stamp duty would be abolished when the GST was introduced. Nine years later, it is still being imposed on insurance policies after the GST has been calculated. While I pay the Fire Services Levy, those that do not insure are still covered by the Fire Services. Most other states have recognised this as unfair and have introduced Fire Services funding through local land taxes.

This levy could be applied to local rates, which would ensure that all property-owners pay their share for the fire services.

The recent rises in insurance levies have brought windfall profits to the State Government, but they are unfair taxes.

As my local parliamentary representative, would you please pass on my concerns to the relevant Ministers, and could you also let me know what you plan to do to redress this inequitable situation.

Yours sincerely
